		<description>you can do it in any language. however you'll probably have to schedule the script to run if u want it to notify the users via mailing list with any user interaction.

If you have a website that is frequently visited alot you can also set it up to where when the page loads to trigger the script to check the folders and IF certain stuff is updated then execute the mailing list script&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
